GOLFER'S CORNER  Goodbye yellow stakes… You may have noticed that there are no longer any yellow stakes on the golf course.  Only red stakes are now used to mark the boundaries of water hazards.  This change is encouraged by the pending new Rules of Golf, which changes the name "water hazard" to "penalty area," introducing the concept that a "penalty area" no longer has to contain water.  What does this mean to the golfer? In penalty areas that used to be marked by yellow stakes, you now have an additional drop option.  The options are the same as those that have always applied to "lateral hazards" marked with red stakes.  So, if you hit a ball into the river near the bridge  on the 14th hole (as the writer has been doing all year), you have four options:             1. drop the ball, with a one stroke penalty, within two club lengths of the point where it entered the penalty area- no closer to the hole;
2. drop the ball as far back as you want on the line extending from the hole through the penalty area entry point, with a one stroke penalty;                                                                                                                                       3.  "Tin Cup" it by re-hitting from the original shot location, taking a stroke and distance penalty; or                      4.   hit out of the penalty area, with no penalty at all.
